Create root in the desktop app
Making a root from the default framework failed with ENOENT; it now works.
The AI Agent on Windows
An agent installed through npm now starts and stops cleanly, and one on the Path is found.
Known limitations
with the Registry out of reach, a new root cannot start from a package; start it from another root's setup instead.
